This is what Killy and Cibo intrude upon.
Really, at the time (or what time?) when the Central AI got the gravity furnace back to normal, it was prohibited to transition past the world border.
When the gravity furnace's extraordinary power was used, multiple worlds were created.
But as this situation happens, the people inside Toha Heavy Industries can't pass through the world boundary.
For this reason, chaos only increased.
(To begin with, Toha Heavy Industries'crisis might be removed the first time around by the extraordinary gravity furnace.)
There, fresh data materialized.
That's where Cibo came in contact with the world's boundary.
However at the same instant, the extraordinary gravity furnace became fixed.
What a risk the Central AI took at that instant......!!

[Killy - Part 2 /Where does that electric power go?]
What about the ressurection proccess in Log.51 when Killy was thoroughly damaged by the Level 9?
And where does the expanding energy from the [Parallel electric storage firing vessel] go?
The large factors of what Killy's true form (?) is seem to be unknown.
First, we must consider the possibility of the [Secret Messenger of the System].
From here, I want to confirm that Killy's ressurection process happened under fairly unusual conditions.
In that place, the Unofficial level of the Unofficial Megastructure, the Governing Agency is nonexistant.
Also, since Killy destroyed the Structure Conversion Tower, it's impossible for Sanakan to be revived many more times.
With that, by what means did Killy hold on to his mind and body basic data and obtain enough energy so that revival was possible?
For Ico, the explaination is that the "Netsphere's Hardware was laid within the Megastructure", and the before the story's finally, the broken treaty's data remained within a certain territory that the Governing Agency detatched. But that function is not infallible.
Since there is a need for the treaty to continue, then there is a BIOS level in that world.............?
Actually, Ico uses the system too.
The "Secret system messenger" is the Governing Agency proxy organism which drifts around in the Spare Electric World and who, on the verge of death, related its message to Killy.
"Killy, previously a Safeguard system messenger"......
Killy (true form?) was only told the essential words. ((This might mean that Killy was not told much when he was in league with the Safeguard.))
Does this mean Killy has some kind of connection to the System level?
Does this result in him being able to, by some way or another, restore and aquire data and energy........?
If that's the case, then surely he must be an immortal person.........?
Naturally, the Government Agency suggested they cooperate.
When that happened, the electric power that was withdrawn probably was not fully accumulated because of the parallel electric storage unit clusters.
Energy and matter share the same foundation and have the same use. Because of that similarity, it is physically impossible for Killy to accumulate a great extent of electricity inside his body.
If for some reason it did pass through Killy's body and was extinguished somehow, there would certainly be errors.

[Gravitational Beam Emitter #2/ Type one critical unexpected weapon]
The thing called the Gravitational Beam Emitter probably still has its original name.
In the Kaisou city, the Gravitational Beam Emitter was named that by the Electric Company because the name describes how it functions.
But the Type One critical unexpected weapon is Killy's Gun's original name, which also describes the gun's function.
So, what is the meaning of this 'weapon' being 'critical' and 'unexpected'?
One must pay attention to the fact that only Killy and Sanakan use (or own) this weapon. As for Sanakan, only by the controlled ((I can't get this word, it's got the kanji for Big in front, Ruler at the end, and a big mess of lines in the middle that I can't read. This might just mean only Sanakan can control the GBE as the owner of one)).
About the reasons, the BLAME! storyline goes like this:
{First, Killy started wandering around the abandoned lower levels}
{Electric Life Company was in control of the Kaisou City level}
{The Governing Agency's control outside of Toha Heavy Industries}
{Unofficial Level}
{Destruction of the levels by the Level 9}
Then the Governing Agency, the Safeguards, and the rest stopped effectively functioning.
Because of this, it is very likely that everyone else's weapons didn't function either.
But the Safeguards aren't that inefficient.
At the end, Sanakan was in perfect condition to go against the Silicon Life headquarters' scene.
But Sanakan used the gun which had been released from its pressure ban.
Then Sanakan became downloaded to attack the High Class Exterminator but was overpowered in both firepower and authority.
So in the end, I think Killy's gun is the most powerful weapon in this world for sure.
So then why does the irresolute Killy have it?
After all, he is a staggeringly extraordinary person.
Is it because he is a secret messenger for the System?
We return to this problem from a while ago: What is the meaning of an unforseen weapon appearing in the present world?
This whole world was created to be a reliable area composed of levels at the scale of the Solar System.
Inside of it, the pressure of the atmosphere was made to be enough for breathing to be possible, and gravity is defined.
Since it's physically impossible for such a situation to be produced naturally, there must be some means of control over it.
Of course there must have been a huge remodeling to accomodate this.
The control unit for the gravity control should exist inside the Megastructure.
If that's the case, any failure with those controls would result in the levels collapsing.
Having said that, is it not a Type 1 unexpected critical weapon?
Gravity particals beams are shot from the gravity control part of Killy's gun. When a "critical" point is reached, it collapses, creating "unexpected" circumstances, and it is the ultimate weapon.
The artificially created gravity section, having been roughly torn to pieces, collapses.
Having that kind of thing around makes the world a dangerous place. Certain restrictions must be placed upon the owner of such a weapon.
As for Sanakan, her higher precidence allows her to be entrusted with such a thing.
Because of this, the Governing Agency.......... entrusted her with this to go investigate the Level 9.........??

[Mystery of the Unofficial Level #1/ 6780km, 800hrs]
The Unofficial Level was separated from the Megastructure during this important passage of time.
Incidentally, the radius of the Earth is about 6400km.
800 hours is 33.5 days.
What must Killy and Cibo think of this information..
But, Cibo passed her life in the limited environment of the Electric Life Company.
That one time she used her position and risked her life to get through the Megastructure's specialty structure surrounding it.
A strange idea for a written work.
It's weird, isn't it?
Then, on the subject of the Megastructure, it can't be constructed with the same thickness of the planet's diameter because the planet is in such a disected state.
(It isn't possible for Cibo to have any concept of what the Solar System is, but perhaps she has aquired this knowlege through other sources.)
Because of their organic bodies, I would think that within the span of 33 days, they would have reached their limit of endurance, but this did not happen.
And, the first thing that comes to mind is that in their kind of reality, they also did't spend time worrying about how long it was.
Then, when they heard the announcement, what made them so reaction-less?
But I think if you look, at the time when the file is copied, sometimes the numerical values change to something unusual, do they not?
Then, what if the time is decreased by half.
The same thing would happen, so nevermind, right?
So why are such unusual numbers presented?
Within the megastructure, one can make the vague assumption that anomalies like this arise within the system......?
Having established that..... what time abnormality arose?
Probably, it began with chaos being the key to disaster.
The Governing Agency first tried to control it through Builders who had plenty of space to take a hold of and progress normally.
However at that time, abnormalities arose within the system itself....
The perception of Time within the system became strange.
Why?
Perhaps, according to the Governing Agency, this might have been around the time when computer science began to exceed the comprehension of mankind.
Unknown conditions within Science arose.
Because Gravity distorts space, it interfered with Time. Abnormal situations arose.
The system originally was locked on to a single coordinated time, but with the distortion, time got out of order. Commands did not transmit and nothing could be done to intervene.
It took a long time for Chaos to set it. The Governing Agency did not have a complete awareness of the situation, and by the time they understood what was going on, they had lost their chance to take control of the situation and stop it.
So do you think that explains the primary factor of the world's chaos.........?

[About individuals - Item #2 Sanakan]
When Sanakan disappeared (died?) she ended up with certain individual traits.
However because of that, there is a question of wether or not she had these traits to begin with.
I surely don't think she originally wanted to be a high ranking Safeguard.
A high ranking Safeguard's personality (consciousness) creates what is called an artificial intelligence problem by passing the Turing Test.
But originally, it wouldn't have been a self controlled individual.
Wether or not high ranking safeguards possess consciousness, there is an error on their purpose, which is to battle Silicon Life.
In general, Silicon Life creatures really have no rational behavior at all, even though they originated from humans.
Maeve and Ivy are not representative individuals, but even so they are superior creatures. If they rely heavily on AI mechanisms, then being partners is irrational.
Illegal access by normal humans invokes the extermination system, but the Silicon Creatures don't have to go through that with High Ranking Safeguards who have arranged personalitites.
However, about the origin of these specifications for Safeguards like Sanakan really seemed to first appear along with the mysterious boy in Log.4.
Then why did Sanakan end up like that at her death?
By the way, along with things that appear like Safeguards, there are many other strange personalities and characters who show up in BLAME!, aren't there?
Yes there are: Dhomochevsky and Iko!
Along with these two people, a lot of uncommon things that end up in BLAME! originate from my tenative drawings.
In Log.43, I drew them being made into special temporary Safeguards so I put up the level's emergency as an explanation.
In the drawings of Dhomochevsky's memories, there was a ring-shaped individual ((I think this is referring to the fish!)) along with the two people. But in actuality, this might not be true.
Anyway, by some coincidence, Dhomochevsky and Iko were given somehting like AI at same time the Silicon Life were becoming a problem, the netsphere was disconnected, and the Safeguard peace preservation system was unresponsive, which is probably why they were born.
About Net being down in terms of today's computers, imagine if things like Internet connecting and LAN connecting were stopped. The browser software exists, but does not function, and the virus checker can't be renewed even if you have it.
If so, maybe the virus (Silicon Life) turns up through the passage of data in things like software?
So, how long has the battle continued that these two ((Dhomo and Iko)) are involved in?
More than 250 years.............?
Iko lost his body and now exists through an AI.
Perhaps if there was sufficient electric power, his substance would have come through.
Or else, the foundational data for his substance was actually lost, or possible failed, or maybe only the data itself existed?
Anyway, even though he has no body, his personality was preserved. But he's not much of a living thing, he's more like an AI.
But regardless of that, Dhomochevsky and Iko have human personalities.
((Many apologies.. The next few sentences have a lot of grammer that I just don't understand. If anyone wants to help me out, let me know. It's pretty important stuff, but I just can't get all of it. Here's what I can understand so far:
There's something about one kind of programmed personality versus a really skilled personality program. Sanakan has something to do with that. The process depicted is a character's construction which includes their personality. Then there's a sentence about a combat personality, and how he wonders if something was effective during the time when the two Cibo's coexisted for ten years.))
At length, Cibo's body became restored, along with her essence. But afterward, an ordinary high level Safeguard was aquired wrongly by her personality.
This was possibly the repayment from her previous construction as a Safeguard.
It can be concluded that this may have resulted from some kind of overspecialization.
Sanakan is meanwhile in a state that is sort of like being unplugged, and sort of like sleep, only withough the pain or itchyness.
From there, the Governing Agency summoned her.
They used her for the berzerk Level 9's investigation.
It was impossible for the Level 9 to behave rationally because Cibo's personality was still lingering. Ordinary Safeguards view their opponents as evil and the main point of the Safeguard system is to search and destroy. This might have become difficult to execute with Cibo's personality in the way.
Then it was time for the mellow Sanakan.
Sanakan, Dhomochevsky, and Iko's last moments were so pitiable.
They might have come to have stronger feelings among eachother.
The reason for yeilding, and the destroyed station.....
In the final battle, Sanakan takes battle form. Of course there is the functional reason for this, but also over there she may have downloaded the body into herself of her own will.

[Mystery of the Unofficial Level #2/ Safeguard outfits?]
In the chapters that took place in the Unofficial Level, the number one most mysterious thing is the outfits that the Safeguards have. ((Nihei is referring to Dhomo and Iko here.))
The foundation of the Safeguard's downloaded bodies is their appearace, so what happened?
Well, the two person organization who came when the system failed were created during the emergency from stored data. But at a crucial moment, the download ended.
[Killy? #3/ Machine intelligence vs. organic intelligence]
As a rule, Science Fiction predicts the future by nature. It is by that standard that a work is classified as such (I think).
Up until now in writing this (it's mostly a bad thing), it is an embodiment of science fiction.
And, the theme is something that will insistantly be repeated.

I have endless praise for Banford((??))'s works, the Terminator series, ((?Battle/War? Fairy/elf? Snow wind)) and many others of various sorts.
I think that from these we can conclude that cybernetic people will undoubtedly arise.
And it will happen just like how the Governing Agency replaced the whole world of people, struggling to survive on their physical planet, with a Network in space. What a fearful implication.
As it is, there is no 'Yabai' ((Another Katakana word I don't know... Yabai, Yavai?)).
But, after this late hour, it is illogical to turn back to the way things were. After that, in all seriousness, AI gains the ability to take up organic intelligence. In the same breath, a safety device is included....?
Speaking of that.... Dhomochevsky and Iko's coincidental creation takes on some intense meaning now.... Whatever.
Then there is the system base.
Like software, since it interacts with other things, even if the more horrible situation were to come up, it is a part that will never be absolutely deleted.
If the machine began murdering people, it would be awoken and stopped.
In that situation did confusion arise and the intelligent machines annihilates mankind? Well first, a signal was emitted to determine total destruction of mankind.
In that point in time, what did the system..... do?
It did...... in the end, I don't even know.
But, many various things come to mind that scare the shit out of me.
For example, when the proxy organism was downloaded, it was around the time when the solitary Killy was joined by his first partner, Cibo.....
By some chance, if Killy had been alone at that time, the Governing Agency would not have been able to contact him....?
However, if that happened, what about the woman with the dog...?

[Killy? #4/Why the Coelacanth?]
Once the Level 9 went away, the brave Killy went into the process of restoration.
While he was recovering, he had a dream which included something symbolic from Log.2/Memory of Earth: The woman with the dog.
Apparently, since Dhomochevsky and Iko's creation is in that scene, it seems like there is some correlation between the two.
The woman is actually Iko and the dog is the Coelacanth.
It is pretty obvious that Killy is a human.
The memory has grown on its own, and because of that Dhomochevsky and Iko's forms were created indecisively when they were abruptly downloaded.
In the beginning, neither of them are any less than what they were first created as.
But Killy's current body is not the body he was born with, for sure.
There has not been an added explanation for where he got his special body and battle power.
Well, memories from his first soldier remodeling he had done - are those the images that come to him as his body was being restored?
When he was reborn, for whatever reason after his first remodeling, that woman with the dog is Iko. She was probably Killy's backup.
The dog is probably her partner.
