All buildings in this comic are inspired by the things I see around the train tracks when I walk home every morning. I imagine that the buildings here are all very tall to reach up to the sky where the fishing, and therefore livelyhood, is at. Merchants would be in the middle levels, and other businesses, factories, and such, would be at the bottom. The poorest people would live at the highest places and the richest would live perhaps underground. But the bountiful sky produces food for everyone.
